摘要

实行债权转股权是国有企业减轻债务负担的主要途径之一，但在实施过程中存在着来自企业、银行、地方政府三方面的道德风险。为规避风险，需要建立一套约束企业、银行、地方政府的机制。

Abstract

Turning loan into share is one of the paths to lighten the burden of the state-owned enterprises in China. But there exist three moral risks in this process. It is necessary to establish a series of mechanism of restraining the enterprise

bank and local government to guard against it.
