摘要

首先分析了当前我国城市化进程中流动人口的特征和WTO环境下对流动人口产生的影响，并进一步阐述流动人口激增所产生的系列不良社会问题和影响；从而提出建立“流动社区”的规划和管理模式。然后设定“流动社区”的概念和性质特点，并分析了“流动社区”在加强流动人员的生活保障、安全管理和就业再就业等的职业教育、法制教育、道德教育、市场化运作与服务等方面所具有的优势和潜力，并简述了建设“流动社区”的发展前景。
