摘要

工程项目建设中，要使签证过程中业主及承包商双方的权益得到最大程度的保障，业主应从严守工程签证的签发原则、加强签证审核等方面加强管理；承包商则应从完善工程签证的管理制度、建立合同交底记录制度等方面加强管理。同时，业主和承包商应注意在工程签证管理中遵守并利用而非受制于签证主体、时效、形式及程序等限制条件。

Abstract

Visa management is an important content during the engineering management. To verify benefits of both the owner and the contractor

the owner should more strictly obey the rule of visa subscription and audit the Visa

The contractor should consummate the visa management system. Also

both sides should pay attention to obeying instead of being affined to special confinements such as form

time and process.
