摘要

将投标书划分为技术标与商务标两个部分分别进行打分，并按一定的原则和程序进行评标和定标，从而解决招投标中存在的问题。

Abstract

Dividing the bidding document into technical bidding and commercial bidding and scoring them respectively

then evaluating and awarding the bidding according to some principles and the fixed procedures and it may be the promising solution to problems existing in the bidding.
