摘要

《工程建设标准强制性条文》是技术法规，不同于一般技术标准，必须严格执行。2002年版《工程建设标准强制性条文》(房屋建筑部分)于2003年1月1日起施行，其强制性条文由原来的15万多条精简为1447条，其条目中的文字表述也进行了相应的精简。在如此精简的条件下，如何有效地贯彻和实施这些条文，以确保工程施工质量及施工安全，论文结合工程监理实践，对监理过程中感受颇深的一些条文的执行情况予以归纳总结，并与广大同仁探讨。

Abstract

Engineering Construction Compulsive Items are statutory

which differ from generic standards and must be implemented strictly.Engineering Construction Compulsive Items (Building) of version 2002 put into practice from Jan.1st

2003.The number of the compulsive items has been cut down from 150 000 to 1 447.Meanwhile

the content of description has been simplified as well.How to carry out the compulsive items effectively under the condition mentioned above in order to guarantee safety and quality of projects is a problem worth studying.In this paper

the issues of items for implementation are summarized and discussed on the basis of supervision practice.
