摘要

首先分析公众参与公共投资建设项目决策的必要性、作用以及我国公众参与的现状特点

在此基础上

提出了完善我国公众参与公共投资建设项目决策的三个建议:一是确定公众参与的法律地位

二是细化公众参与的实体性和程序性内容

三是建立公共投资建设项目听证制度。

Abstract

The necessity of the public's participation in decision-making of public projects

the functions of the public's participation

and the current characteristics of the public's participation in China were discussed firstly.Then

three suggestions are brought forward to improve the public participation in decision-making of public projects: the first one is to ensure the legal status of the public's participation

the second is to detail contents of entity and process and the third is to set up the public hearing system of public projects.
