摘要

公共投资建设项目由于项目投入资源的公共特性，所以对其管理模式的评价构成公共部门绩效评价的一个重要方面，同时也是完善项目决策管理的前提和基础。文中简要分析项目管理模式评价目的、评价内容、评价指标设计原则，在此基础上建立了我国公共投资建设项目管理模式评价指标体系，并指出了适用的评价方法以及指标体系的应用范围。

Abstract

Due to the particularity of public projects

the evaluation of management patterns of public projects is an important aspect of performance evaluations of public sectors

and is the premise and foundation for improvement of decision - making management of projects. The objectives and contents of evaluation and selection rules of evaluation indexes were discussed briefly. The evaluation indexes system of management patterns of public projects is proposed. Applicable evaluation methods and the application bounds of the evaluation indexes system are put forward.
